Kumbh 2019 – Hi Tec Tools to unite Lost Visitors with their dear & near ones
The final countdown for Kumbh 2019 has
begun.
Massive efforts are being put by
multiple organisations for Safe Kumbh 2019.
Kumbh is one of the world's largest
religious gathering and is held on a rotational basis in either of the four
riverside towns of Haridwar, Allahabad, Nasik and Ujjain.
The Maha Kumbh is held every 12 years at
Prayag (Allahabad), with the Ardh (half) Kumbh being organized every 6 years.
The last Maha Kumbh took place in 2013 which was attended by an estimated 10
crore people over a two-month period.
The next Kumbh is scheduled to be held in
Allahabad in 2019. The Hon’ble Chief Minister of Uttar Pradesh has declared
that the Kumbh at Allahabad shall be the most memorable event for pilgrims and
has given the vision of ‘Divya Kumbh, Bhavya Kumbh.’
The Kumbh Mela at Prayag takes place for
approximately 55 days, spread over thousands of hectares around the sangam
area, and becomes the greatest of ephemeral city in the world. Regularity of
this celebration continuing since ancient times is unique in itself.
THE
KUMBH 2019, SCHEDULED FROM 14 JANUARY 2019 TO 4 MARCH 2019, WILL BE MANAGED BY
28 DEPARTMENTS OF THE GOVERNMENT OF UTTAR PRADESH, IN COORDINATION WITH SIX
MINISTRIES OF THE GOVERNMENT OF INDIA.
Kumbh 2019 is expected to attract over
12 crore visitors from over 75 countries. On an average, every hour 20 lacs of
visitors are expected to bath at the Sangam.
Kumbh is managed by a special team of
officials deployed for Mela management and are referred to as Office of Senior
Superintendent of Police, Kumbh Mela (hereinafter is also referred to as
“Office of SSP, Kumbh”).
The Office of SSP, Kumbh is keen to realize
the vision of the Hon’ble Chief Minister and hence intends to appoint a System
Integrator (“SI”) for Design, Development, Implementation, Operation and
Maintenance of Lost and Found System.
A RFP has been floated by ‘The Office of SSP,
Kumbh’, in this regard. The aim of the RFP is to engage an System Integrator
to Design, Develop, Deploy, Operate and Maintain an ICT enabled solution for a
digital platform of lost and found services at Kumbh Mela 2019
Scopes of services are as under:-
The primary objective of this Project is to
digitally register lost persons at multiple lost and found registration centres
situated in the Mela area, which will help lost persons and their family/
friends to get reunited at the Lost and Found centres.
Lost persons will get reunited with their
family/ friends through the below mentioned methods:

Lost
persons (not carrying mobile phone) can call and connect with their family/
friends (if they are carrying mobile phone) through help of lost and found
centres.
·
Lost
person’s information will be displayed at every lost and found centre, to help
people identify lost person and the name/ location of the centre where they are
staying.
·
Public
address announcements at all lost and found centres for enabling family/
friends to re-unite with the lost persons.
·
Utilizing
social media (Facebook, Twitter, etc.) to post information of lost persons.
·
Police
intervention, if lost personnel are not claimed by their family/ friends in 12 hours.
To achieve the objective of this RFP, the
SI is expected to design, develop and rollout web based application.
Application will be operated and maintained by
the SI’s Field team during Mela from 1-Jan-2019 to 10-Mar-2019.
The Office of SSP Kumbh has planned to
establish 15 Lost & found Centers. These would include specialized centers
only for women and children.
The 15 Lost and Found centres spread over the
Sangam area are expected to safely unite the lost visitors with their dear ones
in the shortest possible time.
