‘One Hyderabad Card’ is on its way

As per this paper report, the launch of ‘Hyderabad One Card’ was around the corner with discussions in an advanced stage.

This article has been published in August 2018 and hence it’s bit of a surprise to see an RFP for ‘Selection of Service Provider for Design and Implementation of One Hyderabad Card’ in April 2018.

As per the news reports, State Bank of India had demonstrated the workings of it’s card to top government officials

As per January 2019 press reports, Telangana Transport department was waiting for the final report from State Bank of India for making live the One Hyderabad Card by month end.

Now, TSTS, on behalf of the ITE&C Department has invited proposals to select Service Providers for designing and implementing an Smart Card-based ecosystem for payments related to travel services availed by the residents and visitors in Hyderabad Metro Rail, Telangana State Road Transport Corporation Buses, Hyderabad Multi-Modal Transport System, Auto rickshaws, OLA, UBER Cabs and others within Hyderabad City.

The objectives of “One Hyderabad Card” is to enable hassle-free travel within the city avoiding long queues for accessing travel & other public services and to make available multiple convenient payment options to residents and visitors in the city.

The card intended to be a co-branded card is meant for multi-use.

The cards shall incorporate features for use of cards in the end-user devices through “Swiping”, through “Contactless” (or “Tapping”) Near Field Communication (NFC) facility and QR code facility.

The existing KYC norms of RBI shall apply for issuance of the cards. It is proposed that for quick adaptation

In the first phase, the cards will be issued  without any KYC (subject to the monetary limits of no KYC as per RBI) just by taking the Phone number of the buyer.

Multiple channels for top up of the card including electronic transfer of cash using Mobile Wallet, Online Portal, etc., shall be made available.

The card will have minimum value of Rs 50 and the top up can be in 100/200/500/1000/2000.

It may be noted that Hyderabad Metro Rail already has closed loop card system installed by Automatic Fare Collectors (AFC) in all Metro Stations.

AFCs are not installed in TSRTC Buses and in MMTS Stations. Hence deployment of new AFCs where required and integration with existing & new AFCs is a key requirement of Common Card Mobility Payments Project.

The Card will incorporate open standards for data exchange, related to the consumer usage pattern of the cards, with decision support systems deployed as part of the ecosystem.

The main challenge will be in integrating MMTS and TSRTC fare collection system into One Hyderabad Card ecosystem.

As on date, the fare collection mechanism in MMTS and TSRTC is purely paper based.
