Introduction:

As we step into a new era of bill payments, the Reserve Bank of India (RBI) has unveiled significant changes to the Bharat Bill Payment System (BBPS) through its latest directive – Master Direction dt February 29,2024 – RBI (Bharat Bill Payment System) Directions, 2024.

In this blog post, we'll delve into the key aspects of the revised regulatory framework, focusing on the BBPS Reference Number and the opportunities it brings to the forefront.

The focus is on BBPS Reference Number.

The BBPS Reference Number indicates that the message has reached NPCI and is not lost in the transmission. Of course, the message may still be lost in the transmission, by the time it reaches the biller’s system.

However, once the messages reaches’ NPCI systems, tracking is bit easier.

So always check all messages i.e SMS / eMail / Debit in the Bank account system for the BBPS Reference Number.

The existing regulations for BBPS have undergone a substantial overhaul to adapt to the evolving payments landscape. The new framework, announced in June 2023 and effective from April 01, 2024, aims to streamline bill payments, enhance customer protection, and foster greater participation among stakeholders.

For non-bank Bharat Bill Payment Operating Units (BBPOUs), the directive introduces specific guidelines for escrow account operations. This includes the requirement for non-bank BBPOUs to open an escrow account exclusively for BBPS transactions, enhancing financial accountability and protecting the interests of customers and billers.

 

Complaint Management and Grievance Redressal:

To strengthen customer protection and dispute resolution, the directive emphasizes a centralised end-to-end complaint management system. Participating Customer Operating Units (COUs) and Biller Operating Units (BOUs) are required to integrate with this system, utilizing the BBPS Reference Number to efficiently handle and resolve disputes.
