The APB Product Reject Code 95 description
was giving a giving a tough time to all the stake holders. The stake holders in
this transaction are :

The
Government Department providing the DBT credit,
- ·
The
destination bank having the respective Aadhaar linked bank account
- ·
The
sponsor bank having the Government department’s bank account
- ·
The recipient
of the underlying DBT
The
original description of the Reject Code 95 was “Inactive Aadhaar”. This was interpreted
by various stakeholders as ‘Aadhaar number deactivated by UIDAI’, and led to
lots of hurt burn.
The
recipient was confused by this description, as to why his/her Aadhaar was deactivated
by UIDAI.
He/She
took up the matter with his/her bank which in turn took up with the sponsor
bank for further clarifications.
Such
rejections increased the complaints with no clarity in sight.
The
actual reason was that the Aadhaar Number was deseeded by the bank in NPCI’s
Aadhaar mapper.

NPCI Mapping : Mapping is a
process of associating a Bank with Aadhaar number which is facilitated by NPCI
for Direct Benefit Transfer to the respective Bank who have linked the Aadhaar
Number to a specific Bank account for receiving Direct Benefits to which
customer has given the consent.
Mapper
is a platform provided by NPCI for the banks to update or remove Aadhaar
numbers as per their customer’s request.
The activity of updating or removing an
Aadhaar number from mapper can be performed only by the banks. NPCI on its own
does not update the mapper records.
In
case customer approaches NPCI for grievance redressal, NPCI reaches out to the teams
concerned in banks for necessary action.
As
the number of complaints associated with reason code 95 were on the increase,
NPCI after due consultation with stake holders decided to change the description.
The
new description for APB Reject Code 95 is “Aadhaar Number de-seeded from NPCI mapper by Bank-customer to
contact his/her bank”
This
change is informed to public at large by NPCI through NACH Circular No 2 dt.23rd
April 2019.
Customers
receiving DBT just fill in their Aadhaar number in the specified form.
The
department routes the DBT credit to the respective Bank through the associated
IIN in its NPCI Data mapper list.
case, the Aadhaar number is not associated with any IIN database, NPCI rejects
it with reason code 95.
With
the new description of reject code 95, it is expected that there will be more
clarity now amongst the stakeholders.
